  • About the Address Confidentiality Program

The Address Confidentiality Program (ACP) is administered by the Office of the Victim Advocate (OVA) and provides an important service to victims of domestic violence, sexual assault or stalking.

The program has two basic parts. First, the ACP provides a substitute address for victims who have moved to a new location unknown to their perpetrator. The second part of the program provides participants with a free first-class confidential mail forwarding service.

The ACP is not for everyone . A victim service professional from a domestic violence, sexual assault or a victim service program can help determine if ACP is right for a victim as part of their safety plan.

    How to Apply

Participants do not apply directly to the ACP. Application is made in person at a local domestic violence, sexual assault or victim service program located throughout the state.

The application process involves meeting with a victim service professional who can help the participant determine whether ACP should be a part of the participant’s overall safety plan, explain the program services, explain the participant’s responsibilities and assist with the completion of the application materials.

    Employers and ACP

Many businesses are discovering the health-related costs associated with rape, physical assault, stalking and homicide by intimate partners. In fact the American Institute on Domestic Violence has offered additional statistics.

    Online Training for Advocates

The Office of the Victim Advocate (OVA) is excited to announce a new training resource that is available online. OVA and the Pennsylvania Coalition Against Domestic Violence (PCADV) have partnered to provide a training that explains Pennsylvania’s Address Confidentiality Program (ACP). The training is interactive, provides an overview of the ACP, and has a resources section that provides additional information that supplements the training. The training provides a half hour of approved PCADV and PCCD training.

The training is available at the following website: http://lms.pcadv.net/moodle/ . Click on this site and set up a new account (if you don’t already have one). After the account is established, you will see a list of courses. You must take the two required courses for all users first. Once you have completed these two courses, you will be able to click on “Programs for Victims” and that will lead you to the Address Confidentiality Program training.
